Funding & Governance
At the CUPE EWBT, transparency and accountability are at the heart of everything we do. We’re dedicated to ensuring that your benefits are managed responsibly and effectively. Our goal is to provide sustainable and reliable benefits that you can count on.
How Your Benefits are Funded
School Boards
In accordance with the provincial agreement, the Ontario government allocates a negotiated annual budget to each school board. These funds are then contributed by the boards to the CUPE Education Workers’ Benefits Trust (the CUPE EWBT) to finance your benefits.
Members
Along with the funding from participating school boards, members contribute a portion of their pay to benefits premiums.
EWBT Investments
Finally, with the money that comes into the CUPE EWBT, whatever is not used immediately is invested. These investments bring returns that also go into the funding of benefits for CUPE education workers.

Your Benefits
Commitment to Transparency and Accountability
As good stewards, the CUPE EWBT makes sometimes difficult, evidence-based decisions to ensure the long-term health of the benefits program. The CUPE EWBT trustees are committed to transparency in how these decisions are made, and as such, are regularly audited and provide financial statements for anyone to see where funding went.

Who Manages Your Benefits Funding?
The CUPE EWBT funds are governed by a Board of Trustees composed of representatives from both the government and CUPE members. These trustees oversee the effective management of the CUPE EWBT funds, which includes benefits selection, plan administration, asset management, and the appointment of professional advisors and partners. Each trustee, regardless of their affiliation, is obligated by fiduciary duty to act in the best interests of all plan members.
